What tends to govern

Commercial sites usually need two things from a fence at once: a boundary that reads as intentional from the road, and a barrier that survives snow clearing, delivery vehicles and shopping carts. Those pull in different directions, and the resolution is normally a heavier post and rail arrangement carrying a restrained panel profile.

Where a property has a managed frontage and a working rear yard, it is common to run two different systems on the same site — an ornamental flat-top or spear-top along the street, and something heavier around loading and waste areas. Both can be specified in one package.
